One of Murphy’s lesser known laws: the 50-50-90 rule. Anytime you have a 50-50 chance of getting something right, there’s a 90 per cent probability you’ll get it wrong.I'd add that if you think the final cost is going to be $102 million you might be suffering from a touch of heat stroke.
Taxpayers have to be relieved that spending $102 million on various projects in one section of the city will not cost them huge increases in taxes. If you believe that, read the previous paragraph.
